Many people have been running programs, projects or organizations, companies, government agencies, NGOs, and international organizations without addressing internal and external challenges. This has led to the collapse of many projects and programs. Monitoring and Evaluation (M& E) has become a rooted concept and fundamental fragment of every project or program design to improve their management of outputs, outcomes, and impact. M & E is neither an imposed control instrument nor an optional attachment but a form of conversation between development and its progress between stakeholders. It is the assessment of programs based on early constructive information.

In general, for development to be realized, organizations, institutions, projects, and programs are to be monitored and evaluated both internally and externally. During an evaluation, previous information from monitoring is used to understand how projects or programs developed and stimulated change. In Monitoring, there are certain aspects of an intervention:

  • The quantity and quality of the implemented activities (outputs) What do we do? And how do we manage our activities?
  • The essential integral processes to a project or program (outcomes): Your intervention’s result. What were the effects/changes?
  • The external intervention processes: The long-term effects that were triggered by the external activities in combination with other environmental factors. 

The evaluation process is always vital because it analyzes or interprets data collected to have a deeper understanding of the relationships between the effects produced by the project/program, the results of the project/program, and the overall impact of the project/program.

Monitoring

Monitoring is the systemic and repetitive collection of information concerning running projects and programs for four main purposes:

  • To understand from previous experience and improve future practices and activities
  • To make knowledgeable decisions on the future of the inventiveness
  • To promote the empowerment of the beneficiaries of the initiative
  • To have internal and external auditing of the used resources and the obtained results

Meanwhile, Evaluation is measuring as systematically and tangibly as possible a completed or realized project or program or a phase of an ongoing project. Evaluation reviews data and information that inform strategic decisions, thus helping improve the project or program in the future. It helps conclude about five main aspects of the intervention; relevance, effectiveness, impact, sustainability and efficiency.

M&E is becoming very popular in developing countries where governments have created national M&E systems to assess development projects, resource management, and government activities. That is why this project is very important to build up qualified experts in M & E
